Moultrie County Release Meanings
“Released” describes the end of one agency's physical custody. It does not always mean freedom from every form of custody or supervision. Someone can leave Moultrie County Jail after a court orders pretrial release, a sentence ends through time served, a charge is dismissed, or conditions in an older bond matter are met. A judge may impose probation or conditional discharge. Each event creates a jail movement record and usually a related court entry.
A transfer is also a discharge from the county jail, but the person remains in custody. A mittimus may commit someone to the Illinois Department of Corrections. Another county can take custody on a warrant, and federal authority can resume custody after local housing. Treatment or another authorized placement may also follow. The public jail report's Disposition field can hint at a branch, yet only the final discharge or transfer event establishes where Moultrie County custody ended.
Moultrie County Release Types
The next lookup depends on the legal reason and destination. Court-ordered release, dismissal, time served, probation, and conditional discharge usually lead back to the court file and sheriff event. A commitment or hold leads into a receiving custody system. “Disposition” should not be read as a completed exit unless the sheriff record confirms movement.
| Release or movement | Meaning | Next source |
|---|---|---|
| Pretrial release or bond | Community release under court terms | Judici docket, sheriff discharge, pretrial services |
| Time served or sentence end | County sentence has reached its lawful endpoint | Sentencing order and jail calculation |
| Probation or conditional discharge | Custody ends and court supervision may follow | Court docket and Moultrie Probation |
| Mittimus to IDOC | County custody ends through state-prison transfer | IDOC Individual in Custody Search |
| Other-county or federal hold | Another authority assumes or resumes custody | Named agency, USMS, or BOP when applicable |
Moultrie County Release Record Fields
A useful Moultrie County release record answers who was involved, when county custody ended, which authority caused the movement, and where the person went. Requesting fields by name reduces ambiguity. The booking photograph may be stored separately and should be requested as its own item.
| Field | What it establishes |
|---|---|
| Full name and identifiers | Connects the event to the correct person |
| Booking or intake number | Links the discharge to one custody episode |
| Received date and time | Marks entry into sheriff custody |
| Discharge or transfer date and time | Shows when that custody ended |
| Release type or authority | Identifies bond, order, sentence end, or transfer basis |
| Court or case number | Connects the event to the legal file |
| Destination or receiving agency | Separates community release from continued custody |
Illinois FOIA section 2.15 expressly includes the time and date an incarcerated person was received into, discharged from, or transferred from the arresting agency's custody. It also includes a photograph when available among promptly furnished arrest information. Exemptions, redaction rules, and confidentiality provisions can still apply.
Request the final movement entry, not merely the most recent roster row. A disposition can identify a hold or anticipated commitment without proving that transport occurred. When a receiving agency is named, compare its admission record with the Moultrie discharge time. A small gap may reflect ordinary intake processing. A mismatch should be taken back to the agencies that created the two records rather than resolved by assumption.
Obtain Moultrie Release Records
The Moultrie County FOIA page routes requests to Tracy Weaver, State's Attorney and FOIA officer, at 10 S. Main Street, Suite 13, Sullivan, Illinois 61951; 217-728-4353; tweaver@moultrieco.org. Ordinary requests are answered or denied within five business days. A permitted extension may add no more than five business days after notice.
- Identify the person with a full name and date of birth or approximate booking date when known.
- Name Moultrie County Jail and provide a focused date range.
- Request the booking number, intake time, discharge or transfer time, release authority, case number, destination, and available booking photo.
- Ask for electronic copies and state that a database export or summary containing those fields is acceptable.
- Retain any written denial or redaction explanation and use the stated review procedure if needed.
The first 50 printed pages are free under the published schedule. Later black-and-white pages cost $0.15 each, later color pages $0.26 each, and available CD or DVD media costs the county's actual expense. Electronic delivery may avoid those copy costs. The county can lawfully redact exempt information, so a narrow request aimed at the custody event is more useful than a demand for an entire investigative file.
Moultrie Release Records and Sealing
5 ILCS 140/2.15 supports access to specified arrest and custody-movement information. Section 7 contains exemptions, while juvenile and other confidential records follow separate rules. Online retention is not the same as agency retention. Moultrie's current report has no archive, but that does not show the sheriff destroyed the underlying booking or discharge record.
Expungement destroys qualifying records as the statute directs; sealing limits ordinary public access while preserving access allowed by law. Eligibility depends on the disposition, offense, and history. The Illinois expungement and sealing statute governs, and approved forms come from the Illinois Courts. A blank public result can follow relief, confidentiality, retention limits, or a search mismatch. It cannot by itself prove release or innocence.
Moultrie Release Record Help
Moultrie residents can use Legal Self-Help Center locations at Arthur Public Library, Marrowbone Public Library in Bethany, and Lovington Public Library. These locations offer forms, online legal information, and referrals. They do not provide individualized legal advice. The Moultrie self-help listing and Illinois Courts forms are practical starting points for a sealing or expungement process.
The local clerk's posted 2022 schedule lists $60 for an expungement petition in an existing case, a $60 Illinois State Police processing fee, and $4 for a certified expungement order. Confirm current amounts before paying because the posted schedule is dated.
Find Moultrie County Released Inmates
Moultrie County does not publish a rolling released-person feed. The gold-standard path begins with the current report, then follows the person's likely destination. A name search should use spelling variants and known identifiers, but a no-result finding must remain unresolved until the record authority confirms it.
- Check the current Jail Report and save its date stamp and any disposition.
- Call the jail at 217-728-4386 to ask whether the person was discharged, transferred, or booked under another event.
- Search the Moultrie court docket for the order, sentence, mittimus, dismissal, or pretrial terms.
- If the path points to state prison or MSR, search IDOC by name or IDOC number.
- Use Illinois VINE for a matching custody event or a notification registered while the person is held.
- For federal or immigration custody, move to the correct federal locator.
- Request the sheriff's final movement fields when no public source supplies durable proof.
The Moultrie County 24-hour release page explains the same-day fallback. A future IDOC estimate belongs in the projected release date workflow, not in a county-jail discharge calculation.
IDOC Search for Moultrie Releases
The IDOC Individual in Custody Search is the correct statewide route after a Moultrie jail commitment to state prison. Search by IDOC number when known, or by name. A retained profile can show offender status, institution or parent institution, admission date, projected parole or mandatory supervised release date, projected discharge, sentence information, aliases, and an institutional image.
| Search input or field | Use |
|---|---|
| IDOC number | Best match when known |
| Last and first name | Name-based search with spelling checks |
| Offender status | Distinguishes confinement from parole or MSR |
| Projected parole/MSR | Estimate for leaving prison to supervision |
| Projected discharge | Estimate for ending the sentence and supervision |
The official IDOC search form appears in the captured source below.

Fully discharged profiles can leave the public search, so a missing result is not proof that no Illinois custody history exists.
Moultrie County Recent Releases
The local Jail Report is hosted by News•Progress through a stated no-cost partnership with the Sheriff's Department, rather than a common jail-vendor portal. It is current-only and text-only. Its Disposition column is helpful because it may disclose a mittimus or hold, but the report has no discharge field, released-person filter, archive, photograph, or stated update cadence.
The captured current Jail Report below shows why it cannot serve as a Moultrie County release list.

Use the report as a dated starting point. Confirm an exit through the jail, court, VINE, and a focused release-record request.
Moultrie Pretrial Release Payments
The Moultrie courthouse has a named Office of Statewide Pretrial Services contact. OSPS states that pretrial supervision and GPS services are free and warns that demands for payment for special “release” programs are scams. That warning is distinct from money legitimately ordered or processed by a court. Verify any claimed payment with the court or official pretrial contact before acting.
The official Moultrie pretrial page shows the no-charge notice and local contact.

This office handles court pretrial supervision, not IDOC parole or a sheriff discharge record.
Getting Home After Moultrie Release
Central Illinois Public Transit serves Moultrie County and recommends reserving one working day in advance. Same-day service depends on available space. Its published in-county cash fare is $3 one way or $6 round trip. This is a planning option, not a documented jail-gate pickup service.
Confirm the actual release time and pickup location with the jail before arranging travel. The county has not published a normal release-processing hour, exit door, waiting area, or weekend and holiday workflow. Central Illinois Public Transit can be reached at 1-855-755-2478 for current scheduling details.
Moultrie Release Court Trail
The Moultrie Circuit Clerk states that its online public-case coverage begins with cases from 1990. That dated scope makes the clerk's court channel a durable trail after a name drops from the current jail report. Judici may show the order, disposition, sentence, or later docket event that explains why custody changed.
Older cases and document-level questions may require the clerk rather than the online index. Sealed, expunged, juvenile, and otherwise confidential matters can also be absent. A docket entry proves court action, but it does not establish the exact time jail staff completed a physical release. Match it to the sheriff event whenever timing matters.
Moultrie Release Property Records
The 2023 IDOC jail-inspection checklist reviews itemized property receipts and signed authorization or receiver acknowledgment when property is released to another person. A released or transferred person should contact Moultrie County Jail with the receipt and ask staff to review the property record tied to that booking.
The inspection standard does not publish a universal pickup procedure, time, or third-party form for Moultrie County. It also does not prove what happened to one person's items. The receipt, signed authorization, and facility log are the relevant evidence, so practices from another Illinois jail should not be substituted.
Moultrie Federal Hold Releases
Moultrie has no federal prison, but its jail report and county committee minutes document federal holds and federal prisoners physically housed at the county jail. For that group, disappearance from the local report calls for a jail and federal follow-up. It may show return to U.S. Marshals custody rather than community release.
Ask the jail to identify the receiving authority. USMS handles many federal pretrial movements but offers no general public name locator. BOP search becomes useful when a BOP record exists. Local housing, legal custody, and final release are separate facts, and none should be inferred from the county roster alone.
Moultrie Supervision After Release
Parole and mandatory supervised release follow an IDOC prison term and are handled through IDOC, with the Illinois Prisoner Review Board setting conditions and deciding specified parole or revocation matters. Local probation, conditional discharge, and court supervision arise from a Moultrie court order and are handled by Moultrie Probation. Pretrial supervision occurs before the criminal case is resolved.
- Parole
- Conditional community release in the categories governed by Illinois parole law.
- Mandatory supervised release
- A statutory supervision period after many determinate prison terms.
- Probation
- A court sentence supervised locally instead of, or after limited, custody.
- Final discharge
- The later end of sentence and supervision, not merely the day prison custody ended.
Use the retained IDOC profile and Parole Division for a state release. Use the docket and Moultrie Probation for local court supervision. The Moultrie parole and probation page separates those routes in detail.
Moultrie Release Alerts and Federal Records
Illinois VINE receives feeds from county jails, IDOC, IDHS, and circuit clerks. It can alert on release, transfer, escape, and court events when the feeding agency supplies them. Register while the person is in custody. A VINE event is useful corroboration, but the sheriff, IDOC, or court remains the authority for the underlying record.
Moultrie records also document federal prisoners housed at the county jail. A local disappearance can mean return to the U.S. Marshals Service. The BOP locator covers federal inmates from 1982 forward and can display a release date and status. “Not in BOP Custody” does not rule out another agency or supervision. ICE's locator covers current detention and release from ICE custody within the last 60 days, with stated exclusions and possible delay.
Compare Moultrie Release Sources
No single search covers every custody type or time period. Choose the source based on the last known authority and the question that must be proved.
| Source | Best use | Limit |
|---|---|---|
| Current Jail Report | Present local listing and disposition clue | No release event or archive |
| Sheriff discharge record | Exact local exit time and destination | Must be requested |
| Judici and court file | Order, sentence, or case disposition | Does not prove physical exit time |
| IDOC search | State custody, MSR, and projected fields | Fully discharged profiles may disappear |
| BOP locator | Federal BOP status and release date | Does not cover every federal movement |
| ICE ODLS | Current ICE custody or recent ICE release | Recent-release window is 60 days |
Moultrie County Detention Facility
The Facility Map identifies one local detention facility: Moultrie County Jail, operated by the Sheriff's Office at 1505 W. Hagerman Street in Sullivan. It can hold local detainees as well as people associated with other authorities. No state prison, federal prison, or ICE detention center was found within Moultrie County.
State and federal systems remain important destinations, not local facilities. If the jail identifies IDOC, another county, USMS, BOP, or immigration custody as the destination, continue with that receiving system. Do not label a movement as community release merely because the local custody episode ended. Save the retrieval date and exact status wording with each result.
