Moultrie Released Photo Records
A booking photograph documents an arrest and intake. Release does not turn that image into a new photo or prove that a charge resulted in conviction. In Moultrie County, the public Jail Report is text-only. It has no image field or released-person archive, so a former roster entry cannot be opened later to recover a booking photo.
Illinois FOIA section 2.15 includes a photograph when available among specified arrest information that law enforcement must furnish, subject to exemptions and confidentiality rules. Commercial aggregators may copy images without current context. They are not reliable Moultrie County release records, and no commercial mugshot publisher is endorsed or linked.
Moultrie Roster Has No Photos
The News•Progress Jail Report is maintained through a stated no-cost partnership with the Sheriff's Department. It lists Name, Date In, Offense, and Disposition, with convicted and not-convicted groupings. It does not show a photograph, booking number, discharge time, released-person tab, or archive.
No official Moultrie sheriff mobile app was found. The sheriff page links Facebook, but that channel is selective and is not an inmate lookup. Request Moultrie Booking Images
County FOIA is the clearest official route when the online report has no picture. A narrow request reduces ambiguity and keeps the image tied to the correct booking and disposition.
- Use the Moultrie County FOIA form or the county's stated channels.
- Give the full name, date of birth or approximate booking date, jail, and date range.
- Ask for the booking photograph “when available,” booking number, intake time, and discharge time.
- Request electronic copies and accept an existing export for release fields.
- Keep any written denial or redaction basis for statutory review.

The first 50 printed pages are free. Later black-and-white pages are $0.15 each, and color pages after the first 50 are $0.26 each. Electronic delivery may reduce copy charges. Exemptions, safety concerns, juvenile rules, and required redactions can limit disclosure.
Moultrie News Photo Limits
News•Progress or the sheriff's Facebook page may publish an image for a selected event, wanted notice, or safety message. Such publication proves only that the image appeared with that story. It does not prove a later release, continued custody, or the present state of the case.
Commercial pages can preserve copied images after the source record changes. Their labels may omit a dismissal, transfer, amended charge, or sealing order. Use an image only as a lead back to the sheriff, IDOC, registry, or court. Do not pay a third party merely to discover whether an official record can be corrected.
For an Illinois state prisoner, the IDOC Individual in Custody Search may show front and side institutional photographs while a profile remains public. Those are IDOC images. They should not be labeled Moultrie County mugshots unless the county confirms that origin. Fully discharged profiles may disappear.
Correct Moultrie Mugshot Records
Expungement and sealing are court record-access remedies, not proof of physical release and not a promise that every prior publication will vanish. Eligibility depends on disposition, offense, and history under 20 ILCS 2630/5.2. A petition is filed where the arrest occurred or charge was brought, and separate jurisdictions may require separate petitions.
Illinois law at 815 ILCS 505/2QQQ makes it unlawful for a covered publisher of criminal-record information to solicit or accept payment to remove, correct, or modify it. The definition includes arrests, dispositions, mugshots, and identifiers. Covered for-profit publishers charging a correction fee must correct documented errors within five business days, though exceptions apply.

Moultrie Expungement Form Help
Moultrie County residents have three listed Legal Self-Help Center locations: Arthur Public Library, Marrowbone Public Library in Bethany, and Lovington Public Library. They offer forms, online legal information, and referrals. They do not give individualized legal advice.
The Illinois Courts approved forms provide statewide paperwork. The Moultrie Circuit Clerk's posted 2022 schedule lists $60 for a petition in an existing case, a $60 ISP processing fee, and $4 for a certified expungement order. Confirm current fees before filing.
A sealed or expunged case may disappear from ordinary searches. That does not permit a conclusion about innocence, custody, or release date. Use the court order itself to document what access changed.
Moultrie Registry Photo Scope
Illinois State Police registries can display photographs and status details only for people legally required to register. They are not general mugshot archives. A missing result can mean noncoverage, completed registration, a spelling issue, or another limit, rather than a conclusion about release.

Registry status has its own time rules. Some covered people register for a set term, while other categories may have longer duties, extensions, or lifetime registration. A registry image documents that system's record, not the date a person left Moultrie County Jail. Match it carefully and return to the sheriff record for the county discharge event.
VINE has a similar boundary. It may report custody agency, status, and an event supplied by the jail, IDOC, or another source. It is designed for notification, not for preserving a general public photo archive. A missing image or result cannot establish that no booking occurred. Spelling, protected data, feed timing, transfer, and retention can affect a search.
A court docket can explain why the person left custody, but may contain no booking image and may not state the exact exit time. Moultrie public online case coverage begins with cases from 1990. Sealed, expunged, juvenile, older, and document-level matters may require clerk contact or may be unavailable through ordinary search.
Identity checks are vital when photographs are involved. Match the booking number, date, name, and originating agency. An IDOC image can depict the same person at a different time than a Moultrie booking image. A registry photo may be newer still. These differences do not make one image false, but they do mean the source and date should remain attached to any description.
When a photo appears with inaccurate text, document the exact page, statement, and source record that conflicts with it. Ask the publisher to correct the error under the rules that apply to that publisher. A sealing or expungement order should be provided in its official form. Avoid sending more personal data than the correction process requires, and keep copies of the request and response.
Illinois Mugshot Posting Rule
Illinois law separates access to a photograph from an agency posting it on social media. Section 2.15 includes a photograph when available in promptly furnished arrest information. Subsection (e), however, limits law-enforcement social-network mugshot publication for civil, petty, and business offenses and Class C or B misdemeanors.
Exceptions allow specified uses involving missing people, fugitives, people of interest, and wanted people tied to more serious crimes. This is not a blanket rule that every adult booking image is confidential. It does explain why sheriff Facebook posts are not a complete Moultrie County photo archive.
Note: Request the available booking image from the originating agency instead of inferring access rules from selective social posts.
